Det riktar sig fr\u00e4mst till att fr\u00e4mja en utveckling av hyresmarknaden som \u00e4r mycket liten i Spanien. Det inneh\u00e5ller bland annat m\u00f6jlighet f\u00f6r yngre personer (mellan 22 och 30 \u00e5r) att f\u00e5 bostadsbidrag p\u00e5 210 euro i m\u00e5naden under maximalt 48 m\u00e5nader. Reformen inneh\u00e5ller ocks\u00e5 skatteavdrag p\u00e5 15 % f\u00f6r hyreskostnaden upp till maximala 9 015 euro\/\u00e5r. I det fallet finns \u00e4ven begr\u00e4nsningen att man inte f\u00e5r ha en \u00e5rlig nettoinkomst p\u00e5 mer \u00e4n 24 000 euro.
